I have this issue long time and this time I tried it jsfiddle and I got same issue in this sample as well , and issue is the when ever user apply filter rows including date range filter and then after save state and load state, user get just some part of filter row including the date, and the other part especially input row filters is not applied.

and the steps to achieve same problem are:
1: apply filter on all columns(including date range).
2: press save filter button to save current state.
3: remove filter.
4: load state and there you will see that not all of your filter loaded.
